UserTesting.com is a great tool that is flexible from early concept to production. I have used it on static mock ups, limited prototypes and production environments.

I typically use SurveyMonkey at the start of a project to gather user insights and preferences from surveys; from which I begin to formulate thoughts/ideas; or validate a hypothesis.
